The Waste and Resource Recovery Board has commenced for a trial period a new support program for the operators of resource recovery facilities. The Resource Recovery Facility Interim Assistance Program provides a 50% rebate of the landfill levy paid on the of disposal waste determined by the Board to be the necessary residue of resource recovery activities.
The due date for applications depends on whether the facility is a Class A or Class B.
Applications for Class A facilities (10,000 tonnes, or more, of waste per financial year) are due by 8 November 2024. Applications for Class B facilities (more than 1,000 tonnes and fewer than 10,000 tonnes of waste per financial year) are due by 31 December 2024.
The Interim Assistance Program will provide a rebate of fifty (50) percent of the levy component of the gate fees paid by eligible resource recovery facilities to landfill the necessary residue from their operations. This would equate to $22.44 per tonne of residue landfilled.
The amount of residue covered by the rebate per annum per facility is the lesser of either 2,000 tonnes, or up to 15% of the total amount of waste entering the facility. For example, if the facility receives 4,000 tonnes of waste per annum, the rebate can only be claimed on up to 600 tonnes of necessary residue, but adequate evidence must be provided on the disposal of residues.
The Program will commence on 4 October 2024, and will cover claimable costs incurred between 1 July 2024 and 30 June 2025. This trial program that will run until 30 June 2025. A review will occur later in 2025 to assess whether the program is appropriate and effective. The Program delivers on the requirement set by the
Ministerial Direction to the Board.

Information on how to apply to be registered under the Program can be found on pages 6 -7 of the Program Guidelines. It is a critical requirement to provide a description of the resource recovery activities undertaken by the facility and how it meets the definition of an eligible facility and produces a necessary residue as defined in the Guidelines.
This must include evidence that the essential nature of the facility is for the treatment or processing of waste for recovery (reuse, recycling, recovery of energy or other resources, sorting or preparation of waste for these purposes). It must also include a description of why the residue is unavoidable and must be landfilled.
Once an application has been approved by the Board, rebate claims may be made up to twice a financial year. Claims should be submitted to

- A completed Rebate Claim Form
- Associated documentary evidence
- Legal Tax Invoice for the claimed amount
